Yes. If your library fines are $9.99 or less the library will release the library block so that you may borrow library materials. However there will still be a University of Hawaii System block on your record.
No. The University of Hawaii System requires that all financial obligations be paid in full before the UH System block is released. An individual with a UH System block of financial obligations will not be able to receive transcripts, diplomas or register for classes.
When the fines reaches the maximum of $10.00. The library assumes that the borrower does not want to return the item therefore it imposes a "Lost Item" Fee (Lost status) for the cost of the item plus an additional $10.00 for processing this lost item.
Although the patron has the item, it is considered "Lost" to the library since it is not returned and the library is trying to charge the patron the cost in order to purchase or replace the item that is considered "Lost".
Time frame to get a lost status -
media items - 10 days overdue
regular books - 40 days overdues,
hourly reserves - 10 hrs overdue.
When the item is returned to the library, the "Lost Item" Fee is waived. However, the max fine of $10.00 plus the $10.00 processing fee (processing the item in the system - changing it's status, locating another item to replace it, etc.) will remain for you to pay.
